For the Blog module, the choices for permissions are as follows: create blog entries; delete any blog entry; delete own blog entries; edit any blog entry; and edit own blog entries.
The first filter is that the type of content must be a blog entry; the second is that it be published; and the final filter is that the taxonomy term "News and Notes" be applied.
If a blog entry is written but not published, it won't get through to the main page.
If a blog entry is written and published but does not contain the taxonomy term "News and Notes," it won't get through to the main page.
